Entry into force
This Directive shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
In Luxembourg, the NIS 2 directive was transposed by the law of 28 July 2023 on cybersecurity, amended by the law of 28 July 2025. It is this law, not Article 45 of the directive, that sets the entry into application of obligations for essential and important operators designated by the ILR. The ILR notifies status, receives incident notifications, conducts inspections and imposes administrative sanctions.
Luxgap practice: as soon as you receive your designation letter from the ILR, date it and make it the zero point of your roadmap, since the 24h/72h notification deadlines and management-body liability run from national application, not from the European date.
