In order to safeguard the security, and to prevent abuse and manipulation, of public electronic communications networks and of publicly available electronic communications services, the use of secure routing standards should be promoted to ensure the integrity and robustness of routing functions across the ecosystem of internet access service providers.

In Luxembourg, the ILR is the competent authority for providers of electronic communications networks and services under the law of 28 July 2023 on cybersecurity (as amended by the law of 28 July 2025). The ILR cooperates closely with the Luxembourg Internet Exchange (LU-CIX), itself a MANRS participant, which de facto raises local expectations on RPKI and ROV above the EU average for operators peering at LU-CIX.
